Creates TOS:Transaction + Property + (optional) Document Packet. Bypasses shadow mode (manual intake is always live when master switch is on).

Three ways in: upload a PDF from your computer (easiest), paste a PDF URL, or supply an existing Document Packet ID. Pipeline: OCR (unpdf or Claude Vision) → extract purchase price, closing date, contingencies, parties → write to Transaction (closing date goes to scratch field per §7b). Requires tos_ai_parsing_enabled = true + ANTHROPIC_API_KEY.

🎯 Recompute Risk Score
Runs the 12-factor risk evaluator on a transaction. Updates tos_risk_band, tos_risk_score, tos_risk_top_factors. In shadow mode returns the result but doesn't write.

Flip features on/off without leaving the page. Boolean switches toggle between true and false. tos_cutover_pct prompts for a value 0-100.
